`We grant you the right to access and use the Services in accordance with this Agreement to design, develop, and test your applications to make them available for your Microsoft 365 online services, on-premises deployments or for the Microsoft In-product Store and/or AppSource. You may not use the Services for production use.`
微软开发者订阅仅限于设计、开发和测试应用程序，并不能用于生产环境。将服务和存储空间对外提供给用户使用，已经属于生产环境，违反了使用协议。
1.c.iii 条款也禁止将服务转售或分许可给第三方：
`You may not: ... rent, lease, lend, resell, transfer, or sublicense any Services or portion thereof to or for third parties, except as explicitly permitted herein or in license terms that accompany any Services component`
